You've got a bad ground somewhere or your power wire is getting grounded. Check the fog lights first. Don't ever do that again though. Placing a 40 amp fuse where 5-10 amp fuss is needed is a good way of starting a fire. I hate to be the bearer of bad news, but if you started to melt wires than you may of just melted your entire wiring harness. I'd pull any power going to the fog lights off and drive around a bit. Hopefully your car will still be drivable.

Everyone so far has been right you never should of put any fuse in that was so much higher then the original fuse was.I'd highly recommend that you disconnect the fog light wiring you connected up and then see if the fuse blows. It maybe blowing bec you connected the positive or negatives the wrong way or you've tapped into the fuse box wrong.

Go through the wiring and any wires that have started to melt make sure that isolated and insulated from any other wires bec usually if wires melt that causes the wire insulators to melt and then you end up with bare wires that may short out against one another.Check all the wires that are related to the parking and tail light circuits.

The fuse might of been blowing bec the switch or a bulb has a dead short in it so try a few new bulbs in the circuit but be sure that their the correct bulbs 2057.Don't forget to check out the sockets closely bec I've seen them melt and short out.

Hope that helps and best of luck.By the way go over all the grounds especially the tail light/brake light grounds.I've added a link that you can download the service manual from for free Just type in the year and model of the vehicle and if I recall right the 95-96-97 manuals are pretty much the same.Note every engine has a code number for example a 96 civic may have 1.6 engine that has code D16Y7 but again the basic wiring for the tail lights etc should be the same on most models.

Disconnect the new fog light wiring, and see if it stops blowing fuses.

If so, then you wired the fog lights wrong.

Diagrams can't help you, because they would not show the fog light wiring you added, and it appears there was no problem until then.

We would need to see a diagram of how the fog lights were supposed to be wired, and what you did instead.

If the fuses still blow even with the fog lights disconnected, than it was just a coincidence.

So then what you do is replace the fuse with a test light or flasher relay.

That will add enough resistance to prevent wires from melting, but will indicate when there is a short or not. When there is a short, light will be bright and flasher quick. When you disconnect the short, the light or flasher will dim or slow. Disconnect things until you narrow it down.

you have a short somewhere and by putting in a bigger fuse and melting the wires you made what could be a small problem a bigger one. if you keep blowing fuses you never put a bigger fuse in there is a reason why the cover tells you what size fuse to use. the only thing i can tell you to do is replace the melted wires and trace your fog light wires and see if you can find a short. you can also buy a haynes manual for your car and that will have all of the factory wiring diagrams in it.
