Does honda pay their car salesman a base salary? If so, what is the ballpark base salary? How does the commission structure work?

100% commission. Commission works by a % of the net sale. Say the car sales for $20k they (the dealership) made $5k he gets a % of the $5k.

it really depends on the dealership. I've seen some dealerships have the sales people on $2000-$3000 per month draw. Commissions vary as well. I don't care what anyone says. Work on the draw. If you work for a place that doesn't have a draw, you don't sell, you don't eat. Work this way untill you know what you're doing and get comfortable with the type of sales.
When I worked for Honda, it was 12 hours a day, 6 days a week and one weekend off a month. It's honestly a good way to start. Once you know what you're doing, you can move to a highline dealership (BMW,Lexus, etc..)
I've been selling cars for a while now. Went from a 12.50 per hour job to clearing over $80K each year for the past 5 years. If you know how to work it, you'll make out very well.

It will vary from dealership to dealership.
Try not to work at a dealership that works on a "draw" plan.
Try not to work at a "per unit" plan.
Try a straight commission pay plan.
